Civic Intelligence Unit

Nonpartisan research and public education

The Civic Intelligence Unit (CIU) is a nonpartisan research and public-education initiative focused on public officials’ work and what they actually do with the power and resources available to them. This initiative utilizes evidence-based frameworks, including the Constitutional Accountability Scorecard, to analyze complex political behavior and organize it into measurable standards. CIU provides summary scoreboards, including the NC Constitutional Accountability Scorecard, which assesses contests involving candidates or officeholders with a significant constitutional impact or meaningful electoral choices.

Hank Cardello

Hank Cardello is Managing Director of the Civic Intelligence Unit, a nonpartisan research initiative focused on evaluating how public officials perform against core constitutional standards. North Carolina serves as the inaugural launch of the Unit’s Constitutional Accountability Scorecard. He is also an Executive-in-Residence at Georgetown University and a regular contributor to Forbes on consumer health, food policy, and industry practices.
