Helping More Eligible North Carolinians Register to Vote

NCVP’s Mail & Text Follow-Up Initiative helps eligible but unregistered North Carolinians complete the voter registration process by combining targeted direct mail with two-way text communication.

Grounded in research and data, the initiative focuses outreach in rural and historically underserved communities, provides multiple ways to register, encourages two-way communication that builds trust, and continually evaluates results to improve future outreach.



How It Works

We Identify Where Outreach Is Needed Most
Research and publicly available data help us identify areas with large numbers of eligible but unregistered voters, allowing us to focus outreach where it can have the greatest impact.

We Make Registration Easy
Each mailing includes two convenient registration options. Recipients can scan a QR code to register online or complete the enclosed voter registration form and return it using a prepaid envelope.

We Create Two-Way Communication
Personalized text messages provide reminders while also giving recipients the opportunity to ask questions and receive timely responses. This two-way communication helps build trust, address barriers, and encourage more people to successfully complete the registration process. 

We Measure, Learn, and Improve
Every campaign is evaluated to understand what works best. We use these insights to help us refine and strengthen future outreach, improve results, and develop practical, scalable strategies that expand civic participation across North Carolina. 

Early Results

79,000 targeted mail pieces sent during the initial pilot.

1,801 voter registrations generated within the first month.

14,000+ rural voter registrations projected by November 2026.

The Mail & Text Follow-Up Initiative reflects NCVP’s commitment to developing practical, measurable, and scalable approaches that expand civic participation across North Carolina. As the program grows, we will continue evaluating results, refining our strategies, and identifying new ways to help more eligible North Carolinians register to vote successfully.
